The Letterkenny Industrial Development Authority was created by the Franklin County Commissioners to oversee the redevelopment of portions of Letterkenny Army Depot. In 1995, Congress ordered the realignment of 1500 acres of the Depot. The County appointed a reuse committee to develop strategy for the site, which took on the formal structure of LIDA in 1997. LIDA is the first recipient of all property conveyed from the United States Army, which it then transfers to the private sector by sale or lease. Its task is to develop the Cumberland Valley Business Park into a first-class business and industrial center.

LIDA is an Industrial Development Authority incorporated under the Pennsylvania Economic Development Financing Law (IDA Act), and is governed by a 15-member Board of Directors appointed by the County Commissioners. It employs a staff of 7 and additionally relies on consultant and contract operations services. In addition to its role as a developer, LIDA also owns the electrical distribution system at the Park and has contracted with Allegheny power for operations and maintenance of the system.

LIDA?s sister organization, the Franklin County General Authority, owns and operates water, wastewater and rail within the Park.
